After looking at the parts manual, My best guess is to fab one yourself.
It looks like a piece of brass, two drill, and the correct tap is all that is needed.

Boy, that sure sounds like yours should be painted "Haze Gray". Then you can "Get underway"

Check the diodes on the A4 board inside the distribution / control / reconnection box. (The access panel under the output lugs).
If you have voltage when flashing but not after releasing the switch that can be cause. As stated, when the VR dies (usually Q3) the voltage tends to go to high.

After seeing pictures of the old style IP plunger and new style IP plunger, I can see why. Nice little safety feature and a cheap repair considering the machining tolerances for the plunger and hydrualic head combination.
I tried to see if I could find an APL with that NSN. Don't seem to have access to the correct databases.

After cutting the capacitor out of the circuit (both wire ends) Did he reconnect the wires?
I attached the schematic showing just the fuel pumps. Only the CB and switch are in the path. So, if it turns over chances are they are ok.
Try running the fuel pump...
The way I tend to remember it (Button and shims)
Shims stay on the block. The shims adjust how far the teeth on the IP go into the teeth on the cam shaft.
Timing Button then adjusts the length of IP plunger so that the port closes at the correct time and the plunger then pushes the fuel through...

Given you are changing tires and rims to match the tow vehicle, I personnaly would change the axle to electric brakes rather than spend the money on the surge brake.
Unless you don't already have a brake controller in the blazer. Don't know...
