I think there are anchor points on all four top corners. You could cris cross the straps to keep it from getting tippy. Some old RR ties could be handy.
What are you using to lift it?
1. They are known to leak fuel into the crank case.
2. mine was plugged right at the FDC and the line moved to the HH inlet.
The FDC was designed to adjust fuel rate for various types of fuel.
Sometimes the mark is there but it has no paint. You have to look real close.

If you remove the cover and it is not in the correct position this is your problem. if it is in the proper position plan on a new HH. There is one in the classifieds.
The external engine kill may move freely but the fuel cut off can be in the off position inside. It takes about two minutes to check this.
Remove the two screws and wire if it is there. then tip the cover top down and look at the rod that goes to the arm with the clip.

It has been a while since I have looked at the plumbing of the flame heater, but I thought there was a line right off the booster pump? so what I was thinking is that you had pressurized fuel dumping into the return line. Does it start better without using the flame heater?

Two things come to mind reading the last couple pages.
1. Your fuel tank is crushed, could this be causing some restriction on the in tank pump?
2. You connected and repaired the flame heater. Is it possable that you had an air leak where the lines were looped and you fixed the air leak...
Hughscpa, If your engine runs fine Just replace the pump. Do all the basic checks before you spend the time changing the pump though.

Your pump in the burner only runs at 80-120 psi. I think your idea would work, but I would not run that in my home furnace or my oil tank. I would experimented on a test furnace before you gunk up your primary source of heat. Your home oil burner should be serviced every year, a properly...
I thought that I had read you checked the fuel cut off. You should pull the cover off the side and check that the fuel lever is all the way forward, I think about 7 o clock. That could be it. Try that first thing, then proceed from there.
