Some states don't require a title, just a bill of sale & maybe a VIN verification.
But not having a title simply reduces your number of potential buyers if/when you decide to sell the truck.

I picked up a full set of filters for my Deuce from Napa.
The Primary Fuel #3511 is a short little filter, about half the height of the secondary filters.
BUT when I crawl under the front of the truck and look at the primary filter housing it is just as long as the secondary filter...
The vent line also connects to the airpak/booster and to either the main draft tube (from the engine) OR to a separate vent line that vents near the air cleaner.
On some M35 installations this vent line also connects to the fuel tank vent, BUT this vent system SHOULD have already been modified...
Silicone fluid doesn't ABSORB water, but it can't prevent water/moisture from getting into the system.
With silicone fluid water tends to collect in certain points, causing some corrosion locally.

It could be empty again because you might have pushed the M/C res fluid into the lines.

Do it SLOWLY & take photos as you attempt to remove the paint, JUST IN CASE you have to get repros made.
