That is not the J pipe! You need a new piece. I may have a spare one somewhere that I took off a truck when replacing the exhaust with a new kit. Someone closer may have one as well.
Why were you using a saw to remove the plastic plate? If you removed the black trim, there is a bracket holding the block off plate in place. Remove bracket = hole for radio. Mind you, its for an old style knob radio so you would have to cut some metal for a newer style...but the black trim...
Maybe your intake is clogged? Maybe a rodent made a nest?
Sure sounds like not enough air, too much fuel, or timing.
You could try advancing the timing slightly by rotating the pump towards the driver side. Only do so when the engine is OFF.

Sometimes it helps to have a helper when tightening the power steering pump in place. I like to use a pry bar from underneath and have my son tighten the bolts from above. Goodyear gatorbacks also help.

Well it is not the shutoff linkage.
New secondary filters and plenty of fuel pressure. I also checked the idle screw and throttle linkage to be sure they were ok. I need to get a primary filter tomorrow, this truck has the primary spin on so I didnt have a spare filter in stock.

That sounds like too much work. You should have a hole or two to run the wire into the cab near the fuse box or somewhere under the dash. If not, drill one. Use a rubber grommet and your good to go. Attach to fuse box from the inside.

The Duvac was supposed to provide a stable 12v source to charge the front battery and provide 12v power for the 12v accessories in the truck. All M1010s had this setup and some M1028 shelter carriers came with it as well.
The DUVAC is why it never charged right! I dont think I have talked to...
Use one of the ignition controlled 12v spots on the left side of the fuse box. You should have 2 or 3 free ones. They are single spade, non fused, so make sure you add an inline fuse.
My main M1031 with a camo paint job. I used good ole rapco rattle cans to redo the cab. I still need to redo the box, but she looks ok as-is. She is a working truck, not a show queen.
Its pretty straight forward. You can get to the bolts with a small wrench without dropping the column. A small ratchet may also fit.
If you decide to change the switch without dropping the column, use a piece of tape to secure the metal push rod. Trying to get it back in place if it drops out...
