My Deuce was the typical OD. I painted right over it with some Rustoleum flat black in a HVLP paint sprayer. Didn't have any problem with adhesion. Painted in Nov and still today no prob..

When you move it see if anything moves out at the brake itself, if you lift the handle up and the brake arm moves then your cable is OK. My cable was seized.. the handle moved like yours about 1/2 inch but nothing was happening back at the brake itself. I tried some penetrating oil but it...
Is the handbrake inside the cab attached firmly and work properly? That's the only other place where there are brackets that can be removed.
Mine had nothing when I got it so I had to rebuild from scratch..
