A common horse /cow pad is 4'x6'x 1". An unsightly, but very serviceable, anti vibration trick is to set the skid mounted on an old used truck tire, ie. a 10.00x20. No wheel or tube, etc. Bolt the skids through the side walls. Will last for years! Pretty cheap too.

It hard to judge "scale" there, but it looks like an old time grinder (the hand grinder that was prevalent before the advent of todays popular 4.5" grinder), with a 7" grinding disc, would have enough blade stick out, to grind out that ridge.
Inspect things. Can you rotate the PTO drive line by hand? Can you rotate the winch by hand. Slide the shear pin coupling back/inspect the hole . Inspect the U- Joints. That isn't rocket science. Something is causing the problem! You have to identify it!
