You can but it will quickly fill if the in tank pump is working, The in tank pump is pulling from the bottom of the tank and can not lose its prime if the tank has fuel.
Should work as described if your in-tank pump is working. That is what pushes the fuel through the system. Open fuel tank cap and listen. It can make noise and still not pump.
