Isn't that the point of a chain lead and setting scope correctly? So your anchor only "sees" horizontal forces? (And the reason we need to let out more line as the tide rises, cause it's moving the boat up.) The derating on holding power for incorrect scope is pretty nasty.
I asked Lewmar (They make Delta Anchors) if they have a size to holding force table.
They sent me an "anchor size" to "Foot of boat length" table, but not quite what I was looking for. I'm sure they have it, but the question is can I find someone customer facing who has it.
Looks like a ~40lb anchor can pull between 1,500 and 5,000 lbs.

Meh. There're a LOT of people who make up rules, laws, and interrupt contracts based on either how they wish things worked or in a manner that makes sense to them. (Or a manner that Hollywood has convinced them is true.)

What's the correct air line size (id) and length to hook between a couple of M939 trucks to flat tow and be able to use the brakes in the towed vehicle?

Unfired. I've found at least 1/2 a gallon of blanks (fired and unfired) and expended brass (live) in the back of the cab. And since one side still has a U bolt from where and LWS would go, who knows...
