Not exactly. A 30 amp breaker will allow > 90A through it, for short periods of time. (That's how my heat pump that's has a 96A LRA can start and run on a 30A breaker.) The trip point of a breaker is some curve that takes current and time into account.
How does / who makes the decision on what lots wind up going out as scrap?
Without going into specifics, if there's an auction listing some scrap that has things in it that are normally sold as non-scrap, how'd they windup in a scrap lot? GL didn't want to deal with it? DRMO made a call? Bad luck?

Each state has a definition of what a Commercial Vehicle is for CDL purposes. Each is different in subtle ways. I would be surprised to find the type of insurance you have is mentioned in any of them.
Commercial Insurance doesn't (necessarily) mean "Commercial Vehicle" for drivers...

Block heater installed. (It's now 60 out during the day of course)
Got the fittings and valves installed for a coolant filter. And the filter and base are on the passenger seat. Maybe next weekend.
It can be done, is a pain, and required removing an extra screw from the toolbox mount.
