Sometimes cleaning the terminals connected to the transformer located above the connection box helps with these issues and avoids false readings. I do it to all units I refurb and its all but eliminated under/over volt errors.
I recall something similar happed to me a few years back. Check F1, F2 excitation wires and make sure they are screwed in tight. My had a broken terminal.
So i measure voltage at top soleniod and only get 5 vdc and will not start. I changed start switch for a new one and the issue persists. If i apply 24v from the alt/generator it will start right up and run with no issues. Any pointers?
Ive had luck resurrecting stuck pumps by leaving them in parts cleaner over night and then running them submerged in it. A few taps can rock it loose.. My 2 cents.
The only part bad on my 1040 was the fuel level sensor. I had read there was a recall on the original part and a replacement was issued. I could not source the new part anywhere so I found the original on fleebay and its been working fine for more than a year.

Hey guys. I tore down an 803a lpw engine that had some issues and cant find a part number in the manual for this bushing/sleeve. Need to replace a few and the only number on the part is 3520. Anyone have these?
Absolutely...but at todays costs it can get expensive. Plus, I doubt id be able to get the same grade quality material for the long haul. It also looks tacticool and that makes for good conversation.
