Don't make more work for yourself than you have to. If pulling the stop breaker was the last thing you did before it failed to start, then look for a problem with the stop breaker. If it checks out with a meter, then move on.
It you haven't load tested them for several hours, they could need just about anything. I wouldn't ship them to a remote site and expect to rely on them without a thorough going over and some run time.

As stated, a transformer is the only way to get something good enough to do what is needed. When wired for 480 phase to phase, the 277 comes from neutral to one phase, not two phases. In this link...
480 phase to phase would give you 277 neutral to one phase. It sounds like the only solution is to get a transformer and have 120/208 from that, or 240 without 120 if that's needed.
