I can't speak for all of them, but a simple bill of sale has worked for me in my small town. They've required a T-22B form as well with a LEO to run a VIN check on it. But there's no inspections that I'm aware of.
You'll have no problem registering it in GA without a title. Only 1986 and newer require a title in GA. As for the tag, are you planning on towing a trailer with it? If so, what weight?

I unfortunately ran a front (and rear) diff without fluid for over a thousand miles. It locked up on me after some metal got in the R&P. The rear looked fine though. If it were me, I'd run the front for a few hundred miles and drop the fluid again, checking for metal. Then judge accordingly...
Diesel engines are a lean burn engine by nature. Additional fueling (enriching) functions to increase RPM. There's no carburetor or butterfly valve on a diesel engine to vary RPM.
That said, unburnt diesel fuel coming out the exhaust of a diesel is more typically caused by timing issues...
