Usually if no radio installed the relay won't be there. If the radio was installed at some point and then disconnected there may be a power lead floating around somewhere under the floor mat. Best to leave the relay out either way unless you are wiring something to the circuit.
No shelf in there but would be easy to improvise something. Other side has the floor to ceiling comm rack. I may take it all out in favor of high back seating though. Havent decided yet.
I think the first gen trucks that have wtec3 were upgraded at some type of rebuild. I have taken a few apart they dont look like the dash was taken apart and harnesses replaced at unit level.

A1 trucks. All my A1 trucks are 3126 though, C7 stuff can be different but I dont have any experience with them.

I have a cheater method of testing the clutch I run the truck with the cab folded and drain the air tanks while running. When the tanks are low the fan will engage when you close the tanks and the air starts to build it will disengage.

The relays are standard bosch style 12 and 24 volt spdt. Variations are all over the internet for a few bucks each. Dill wont sell you parts you have to get them thru a distributor and they want quantity orders not one or two. I have the replacement contacts and locking tabs.
The tube one that's original is a pure air, the one on m939 trucks is the next gen pure air plus and the mrap style, also used on newer LMTVs, is the purest. One gen newer than the pure air plus.
