Steering wheel shaft splines stripped or skipped position?

That’s quite a difference in steering wheel position from one trip to the next without something being stripped or busted.

If you can’t turn engine over by hand, then your correct.....it’s bad.
Have you removed the glow plugs and tried again?
It willl reduce compression and if it’s hydro locked, let any water out.
Either way, your gonna have to start pulling parts off.
If starter hasn’t been rebuilt in a while or never, I would recommend having it rebuilt.
It’s already off the truck if you’re testing it.
Don’t forget to use new starter bolts and that the front bracket is installed.
Members in the Phoenix area might be able to refer you to a shop that can properly do the job.

If you don’t drive it often, I would keep tank topped off.
A full tank will have almost zero condensation buildup.
The more airspace in tank, the more water buildup.
