The fuel control rod actually controls the amount of fuel that the injector pump sends to the injectors. If it is gummed up it will not allow the fuel to flow correctly. Sometimes they stick shut, sometimes wide open and sometimes just gummed to where it won't idle below 1000 rpm.

Make sure you install the diesel version of the TV (throttle valve) cable and bracket. Without it installed and adjusted correctly the 700r4 will not live long. Also di you use a diesel torque converter and governor?

I'll give this word of advice, don't make your threads useless.
There is a short somewhere or the starter bendix is engaged allowing the contacts inside the solenoid to stay closed. Did you check the spacing for the bendix? Use any shims?
From what I can tell frrom the picture:
1: you have the Glowplug resistor pack disconnected
2: the red wire you replace is the 24v to the DH starter relay. It should be a 16 ga fusible link, not a 20ga
