That lever attaches to a shaft that protrudes from the font and rear of the pto.
I think I would gently tap the shaft with a hammer front and rear to see if it moves.
BTW, under what conditions have you tried shifting the pto? (engine running? clutch position, etc.)

today I drove 100 miles each way to get a seal kit (for the outriggers)from HIAB. I confirmed over the phone that the number was the right one before I left. I got there and it wan't even close to the right size.
I think the chopped top looks cool, but I would hate to have to live with one. Allso, I think a 135 would be much easier to deal with than a 211 due to the rear axles.
Stretch has one. from the weight of the empty trailer I would say they are meant to be pulled with a 5ton, but I would like to have one for use with my deuce.
