No I mean the booster pump on the side of the IP. My truck doesn't have an FDC. The booster pump has a double lip seal that can give out. This causes fuel to mix with the engine oil that lubricates the IP.
None of the surplus dealers sell them. There have been a few threads discussing them. I forget the make and model. Its not specific to the multi-fuel and actually requires some minor modification. Drilling the mounting holes a size larger if I remember correctly.

There are many sources of wheels. Just keep searching and you will find some closer. A3 wheels, mrap, fmtv, and 5 ton wheels can all be recentered to fit the deuce. A3 wheels are a direct fit but generally fetch the highest price due to their semi-elusive availability.

The in tank pump is also supposed to fill the secondary filters. If it pushes fuel to the primary filter then the pump is working. I suggest pulling the in tank pump and checking the fuel line that goes from the pump to the top of the tank. It seems to me you have a leak that is small enough...
Thrust washers would have made the shaft even tighter in that knuckle. I bet they deleted the thrust washers to make room for the larger shafts and u joints.
They only thing I can think of is the seal not being seated far enough. Either that or the retainer is out of spec. Which is possible...
You should also check the air priority valve on the air tanks. This device can prevent full pressure build if it is stuck closed. It looks sort of like a pressure regulator.
There is a difference depending on the inner seal retainer you have. The old c.v. style axles had a thicker retainer than the newer u-joint style retainer. However, he definitely has the u-joint retainer.
