no the pump is a single diaphragm and will bounce like that..... you should get a higher reading at the pump then the trans.. Vac at the trans should be in the 10-15 Vac at Idle. sounds like the TPS is Shot.
I installed 6TL's in one M1008 and the workaholic 1100 amp batteries in the other and NEVER had a problem.... people STOP cheaping out with parts! The crap Autozone or whoever batteries just are not going to cut it. Cheap glow plugs Cheap batteries cheap belts cheap cheap brakes cheap fluids...
dude.. Im telling you its not going to charge the first battery... how the alt works is it senses total voltage. when the first battery starts to get low.. its going to over charge the rear battery and under charge the first battery. Im sure it will run and drive but battery life will be very...
should be motor oil. Pull the stick and take a look, but all the large auto in my motor pool we add 15/40 or 10W.. whatever we have around. but its NOT ATF!

you do know that diesel wont jell until 30* below or colder right? I have lived in WI for 30 years and it gets 40-50 below air temp and my diesel has never gelled. I do use heat to remove the water but nothing else in the fuel.
well the tires are the big problem.. if you switch to a 11:00 tire you should be fine.. but the stock 9:00 are almost maxed out stock and with a winch there at max. The springs and axles should take it fine. Only other thing is you have no power steering unless you add a air kit.. plowing snow...
and if warmed too fast it can bust the case.. happened a couple of times.. and if frozen and load tested they could blow up... just try to warm them slow.
unless its -65 out.. your truck will start if the glow plugs are working, you have good batteries, and you have the correct engine oil. 15W-40 works the best in the winter months.
