I think the setup sounds right, Parallel resistance divides, so hooking (3) 4500W elements to the L1 and L3 lugs using 3 separate pairs of wires will still give you 13,500w of load, right? Since it will divide the resistance by 3, thus allowing 3X more current to flow? Maybe you're confusing...
