Yes, it is the "screw"(actually a threaded shaft) that the nuts turn on to adjust maximum fuel rate.
Since you are installing a pyro at the same time, just run it after and see where your at(egt wise) and adjust accordingly.
Go get a $30 12 volt(because thats what is in stock) inline fuel pump at any local auto parts house.
Get 4' od 3/8" fuel line to connect to it(2' on either side).

Consider a 2,3 or even 4 part line rigged to a truck 35' off the highway down an embankment. 200' of cable isn't really enough. Consider the time needed to rerig several times for a recovery like that. Also consider that you have a 5 ton lift capacity.
