    What vehicle? If your talking about an M1008, they will fit just fine. If needed, you can run the smaller tire on the front temporarily until you get to a tire shop to replace it. It will pull, but it will work. I've driven over 150000 miles with an odd sized spare and never needed it.

    I don't believe I have ever seen a safety catch on the winch hooks(front or rear). You could always look at the TM if you want to know for sure. When the OP asked about the saftey catch, I figured he meant the hoist hook, since it is the only one(of 3) that has one.

    Are your tires new and in perfect condition? If not, I'd "prorate" that speed down a bit. Handling characteristics at 55 may be a realistic reason why the speed is listed as maximum.

    The nut with the slots can be indexed in any postition. The key info is Pin in or out(of the drum)

    Some read the TMs, some just ask anyone withing earshot for an answer... Some care and learn to do a job correctly(and do).

    Replace the primer lines too. Clean the primer check balls and seats and replace it's oring. Make it work properly. Rebuild the tank selector valve.
