What vehicle? If your talking about an M1008, they will fit just fine.
If needed, you can run the smaller tire on the front temporarily until you get to a tire shop to replace it. It will pull, but it will work.
I've driven over 150000 miles with an odd sized spare and never needed it.
I don't believe I have ever seen a safety catch on the winch hooks(front or rear).
You could always look at the TM if you want to know for sure.
When the OP asked about the saftey catch, I figured he meant the hoist hook, since it is the only one(of 3) that has one.
Are your tires new and in perfect condition? If not, I'd "prorate" that speed down a bit.
Handling characteristics at 55 may be a realistic reason why the speed is listed as maximum.
Just had to add, by looking at the TM I easily found the item in question and it's NSN. A google search for that finds the "parttarget" link. In that there are 2 manufacturers of the item in need.
