You may have a bad battery. Your voltages should have been enough.
I would charge and load test them.
What are the volatge readings once it is running?
That bracket attaches to the side of the master cylinder. The lever pivots in the J shaped end of that bracket.
Additional linkage is needed for the rear output.
You can use a volt meter and measure each battery(between it's + and - posts).
If either battery is low(much lower than the other), you can use regular jumper cables on just that one battery, and most likely get it started.
Once it's started, measure those batteries again, to see if each...
What did you use for oil?
When you converted your relay, did you disconnect both battery positive cables?
Did you clean and properly tighten your cables ?
I have black seat back and seat cushion.
I have had it off and replaced the hardware that holds it in place.
I do not recall any part number visible.
Are you pretty sure they have a number on the back?

I had always limited my top speed to 55 before the lift. 65 max now.
I did calibrate my tachometer with a kent moore tachntime.

I gained about 9.5mph at the same rpm with the 37" tires.
I used a 4" lift.

Mine, with 37" radials runs at 2850 rpm at 65 mph.
I've run it for 20 hrs(including fuel stops) like that, several times. I've put about 30000 miles on it now.
I've done a few, a few years back on civy dodges.
Pull the wheel, brake caliper, hub and spindle. The spindle may require a puller. (the last cucv I did, did not need a puller).
Once all that is out of the way, the axle should just pull out.
Not all that hard to do.
I was at a local DMV office today and they said the computers have been slow or down for a week now. My simple transactions were timed out multiple times before going through.
Maybe it's all the people registering their firearms!
So, the governor lever is the same as our(wreckers), and it needs to be back to run normal, and forward(adjusted manually) to run at governed speed.
