    Here's the non TM version, loosen the bolts, rotate the pump and the belt gets tight. Have a new gasket available, as the old one may leak after you do this.

    Technically yes, but your ability to actually turn(navigate) will be severely limited. You need to be able to engage or disengage it on command, to be drivable.

    I've opened caps in trucks that have sat for months, and there was pressure. I would not be concerned. Leaks, I would fix.
