To test for a bad ground, I find it easiest to remove the lense. Then, run a wire from the negative battery terminal, to the light bulb socket. If that makes it come on, you know you have a bad ground.
Both bolts are uses for grounds.
If you unplug the brake light switch, you can use a meter and check for voltage. You should have 24v on one of the two wires. If you do, you can then jumper the two wires together to test the brake lights.
Be sure your 2 lever is on.
Well, since it snowed 4 inches yesterday and today it's raining and blowing, I haven't attacked it again yet.
I will and I'll report back. It was difficult to hold the tire/rim and hold the geared lug wrench with the thimble and lug nut stuck.

I just had one do this a couple days ago. 1 out of 40... I changed all 11 tires on the M819.
I tried my geared lug wrench and was unsuccessful. Since the new tires were on rims, I left it for another day.
I don't have any 809 series trucks here without the trolley brake, but I can look and tell you were they are connected in the M818 or M819.
Unfortunately it is snowing pretty good here right now, so it won't be right away.
