Restricting the exhaust to aid starting a diesel engine isn't bad for it. It increases temperatures in the combustion chamber as a function of backpressure and initiates ignition that way.
It isn't specific for hmmwvs, but rather works for any diesel. Works for NA better than for turbo engines...
