I've seen this exact set of symptoms with an air leak progressing.
Hard to start, till you crank it enough to purge the air.
Air leak gets worse. Now cranking it isn't enough to purge the air, but starting it with ether is enough to prime it.

That's really strange. Neither of those wheel types ever had 14''s on them in the military.
Obviously 14's will fit on the wheel. But 14's won't fit on a 6x6 deuce.
To find two separate instances of where someone changed tires from stock to 14''s is a low probability event. Both had to be on...
