I agree pinion brake should be better than nothing, just not enough.
I haven't seen a satisfactory solution. Again, your dual circuit A3 brakes are the best answer...

Neither pinion brakes nor the park brake are adequate to appreciably slow 14,000lbs from highway speeds.
Your A3 has the dual circuit brakes. That's the best solution going. That, and diligent maintenance.
Five times the rpm of the axle is going to give you 5 times the friction. There's not enough mass in the pinion brake to absorb the resulting heat , even at 40mph. It'll melt.
Otherwise this would be the solution to the single circuit brake problem ...

I have confirmed that the ones pictured fit the M16A2 perfectly. Dimensions should also accommodate the M16A1.

AR and M16 rifles are the same dimensions. The difference will be A1 vs A2 and length of pull.
M4 is obviously dimensionally different. Usually you can make an M4 fit something made for an M16A1/M16A2/Ar15 by adjusting the stock.
I've had success putting modern M4 rifles into military rifle...
