That is called the road draft tube/slobber tube(aka crankcase vent).
It should have a rubber hose attached, that goes down to just below the bottom of the axle. It simply helps keep the mess off the axle.
It's fine without the rubber extension.
Are you experianced at brake bleeding?
It is covered in the -20 TM.
You need to bleed the airpack first.(also in the -20)
You do not need a power bleeder, but it make it a one man job, and works better than pumping the master cylinder.

A mechanical water temp gauge will most likely require a deep well for the sensor.
I have replaced quite a few(owning a dozen or more trucks)stock gauges and or sending units.
I have never had any of the new replacements fail.
