I've got an M818. I'm willing to take pics as needed for you.
I've got a buddy in Cleveland with a 5th wheel off an M931A2 and another buddy in Ft Bliss with one off an M52A2. I think either would be compatible, and they may even be the same thing.
Compatible 5th wheel hitches generally cost about $200. It should be an extremely easy conversion.
If you update your location to something a bit more specific than "USA", I may be able to direct you to a 5th wheel assembly close by....
I'm happy to have raw data from any and all sources. It's all about sample size. More is better.

Rent a parking place at a self storage site locally, have a local tow place pick them up and drop them there.

I'll roll the dice on full airbrake auction trucks with a minimal inspection , but not on a single circuit brake system.
Take it home on a trailer (or towbar) and go through it at your leisure in your driveway with a full complement of tools and support.

Or grab one at a trailer supply place. The OEM handle off my civvy gooseneck works in my M1082 just fine.
The originals off the M1082 are unobtainium.
Winching a 939series 5ton involves either caging the brakes or supplying air to the front emergency gladhand.
Winching capabilities vary by shipper.
As for loading assistance, I've experienced everything from GP ready with slave cables and a running truck, to "you're completely on your own"...
They won't give him site rep contact info until the EUC clears.
Ideally you want to be there in person. Failing that, you want your shipper to know not to allow forklifting or similar destructive loading. You want your shipper to know what to expect and to waive off if the truck doesn't match...
On the topic of 16.00R20s:
1) On 5ton combat rims they rub driver side front at full turn.
2) you can articulate enough to contact the bed.
My preference would be the AT3s.
HEMTT rims solve problem 1. A spacer between the bed and frame rails will solve problem 2.

It should bother you to not have ABS in a 939series truck. (Any other vehicle , no big deal)
1) the brakes are calibrated for full load and full trailer.
2) the Allison has a lock up torque converter. It is slow to unlock
3) Power steering is a necessity on these.

Expello valve is stuck.
Dryer rebuild kit, or just put an MRAP air dryer on it.
And you're exactly right as to the cause. Sitting is harder on them than hard use.
I cut one of the MRAP bumpers down and stuck it on a M1009...
The Tape MEASURE indicated they were not *quite* wide enough for a 939series truck. I wonder how they'd go on an M818?
The expansible van box is also available as a trailer and/or can be made into a trailer. Talk to CSM Davis. I bet he has one or knows where there's one available.
Wreckerman had one for sale awhile back. Not sure if it's still available.
Truck tractor + several options for back half....
Advantages -
1) modular - use the ass end suited for today's job
2) or go bobtail and be FAR more maneuverable
3) cost
4) a bunch more, but I'm sleepy....
