The mention of title is confusing(many states use different terms and policies). When you said it was not currently titled, that sort of implies to me, it was(or may have been) previously, when in fact, it never has been titled...

Not a cucv, but I once bought a car at a county auction. It had sat for a long time. I successfully jump started it after the auction, to load it on my trailer. It sounded oddly quiet. I revved it up a bit and thats when dog food...
