This. My experience has been that even if you have batteries good enough to vigorously crank , they may not be enough to actuate the solenoid.

That switch is suspect. The pushbutton switches are prone to fail spectacularly. Disconnect it and see what you've got. Then replace it with a 3 lever switch.

I sold one recently in about that condition for about $5k. Mine had NOS fiberglass troopseats and a cargo cover, and did not have the winch.
