You're right undoubtedly, but tracked machines have their own draw that overrides the intent to keep things "simple".
Can't explain it entirely, but armor is its own excuse; just because it's armor.
Sometimes I feel dread before starting a new project, just because of the anticipation of how wrong it can all go.

If I remember right, USSR posted a similar vehicle a while back that he did identify as amphibious. But I believe this is another vehicle altogether.
