Bruce, I am guessing your hole has been drilled out to .375" (3/8") so a bolt would fit.(or more?)
The shear pin spec calls for PIN OVERALL DIAMETER0.3650 INCHES MINIMUM AND 0.3700 INCHES MAXIMUM
Unfortunately the weight dif between air and helium is so little, you would barely loose a pound, between all 10 tires.

2.5 ton trucks do not have 20000lb winches.

Without a thorough disassemble and inspection, anything we say is just a guess. We've seen them without spindle nuts, with dry bearings, wrong parts, missing hardware that holds the pintle on, etc. You purchased a used piece of surplus that you know absolutely NO history of it's use or...
Check your air filter housing for vibration(put your hand on it with it running) and or, check your throttle cable to see if it is touching the hood. Both Will cause a loud obnoxious vibrating noise in a certain low RPM range
Your correct, the military did not use the inserts in all trucks (but they did tell you to use them later when it became a problem). But, they did not ever use the poly tube you bought. They used fuel rated hose. So, with no inserts and the wrong kind of hose, your really looking for trouble.
