Why not cut out the bad section and replace it with a piece of rubber line? Find 2 clean areas of the steel line and cut there. Then slip on a foot or so of new rubber line and use a hose clamp at each end.

Using a digital multi-meter, how many volts do you read when it's running? The adjustment needs to be done with it running, you can't just turn it "so many degrees" for a specific increase. If you getting 27-29 volts, I'd leave it alone.
