Why not cut out the bad section and replace it with a piece of rubber line? Find 2 clean areas of the steel line and cut there. Then slip on a foot or so of new rubber line and use a hose clamp at each end.

There is no starter solenoid on the firewall.

What do you plan to use it for and what else do you have to tow it with?
Using a digital multi-meter, how many volts do you read when it's running?
The adjustment needs to be done with it running, you can't just turn it "so many degrees" for a specific increase.
If you getting 27-29 volts, I'd leave it alone.
