I've found the manual hydraulic FSI d-100 riveter to be awesome for the cherrymax rivets(I used on my aluminum flat bed). I was using a hand pop rivet gun and it SUCKED. I can see the pneumatic being great, but wow. $$$$
Sounds like the belt is gone, no need for soap!
The pulley is 2 halves on a threaded section, sometimes they are hard to turn. Try soaking the area with ATF to help things "free up".
When I worked in restoration we installed some plastic roofing. I think the name of the plastic welder we used was Lister. I think maybe we should look into getting one for the "greater Cincinnati" area. I know I have a tarp or two that could use mending.
Take the short fuel tube that goes from the fdc to the hydraulic head off. Take the fuel tube from the filters to the FDC off and put it to the port you just freed up. Take the short fuel tube and loop it back to the FDC.
Install pyrometer so you know how far to turn your fuel down!
One of the members had a similar issue, but I can't remember who or what the fix was. I seem to think he said it was a governor. Let me do some searching and see what I can dig up.
Unless the housing was loose, fuel was not spraying out. The fact that the filters were old does not mean they were bad. When my filters on my deuce "fill up" it stops the motor.
Your buddy has other issues he hasn't treated(found) yet.
The guy that bought them was a member here and did buy them cause of this thread. He did sell some to us for a reasonable price, but still made money off the deal. Thats the way it goes I guess.
Something is obviously not right somewhere. I can lock mine up. I've been able to lock it up with the XML and XZL, so it isn't just a fluke. If wheel cyls look good and the brakes are adjusted, I'd say the next step is to inspect the air pack.
Edit, how old are your soft(rubber) brake lines...
