My Connecticut antique vehicle registration states "no load" in the comments section. What exactly does this mean? Does it mean I can't pull a trailer with anything on the trailer, even if I own it all?

Can someone tell if there is a turbo in these pics? It's a GL truck that they say is the 140HP version (naturally aspirated), but that sure does look like a turbo in the pic. What do you think?

I've read about these trucks having problems at speed, and someone indicating the axle jumps a few inches over bumps. Has anyone thought about isntalling panhard bars on the axles? I don't know how a panhard would stand up to off-road use though?
Has anyone thought about or installed a secondary reduction transmission (is this even possible?). I'm not familiar with the underside of the trucks, so I don't know if you can install an aftermarket reduction transmission? http://www.gearvendors.com/index.html
