This does not sound good. I would contact GL, have them revise the Arizona title with 0s before the serial number to make up your 17number vin. As long as you have 17 numbers to give them, they really won't care if it has the FMVSS label attached.
What county are you in?
If buying two selectable lockers, I would put one in the rear, and one in the front. If two "auto" lockers, I would put both in the rear, unless you had manual hub lockouts for the front on an airshift transfer case.
There are no bulbs "in" the gauges. The bulbs are those round domes with little wings, between the clusters that are painted over. You can unscrew the domes to see the bulbs.

As far as flashers go, you should have flashers on the truck, unless I am missing something about your question. On the turn signal stock, pull out on the second lever and push the turn signal stalk all the way up.
Or are you talking about the side marker lights?
