Standard Deuce odometers only have 6 digits (5 for 10s of thousands of miles, and a white digit for tenths of a mile). Maybe someone assumed it had "rolled over"?

A couple of good pics of Deuces with vises...
I would start looking at things like battery connection, battery cables, main ground....
Since the horn is hot all the time, it just about has to be a battery connection problem.
Does anything electrical work?

I had a lot of good luck with flare nut crow's feet wrenches (craftsman brand). I was able to put a breaker bar on about 12 inches of extension on it.
I really thought I was going to break something, but it finally let go and loosened up.

I did this a couple weeks ago. My biggest challenge was making a tool on the lathe that had a diameter just over the "inside" diameter of the bushing sleeve, but just under the bore diameter of the torque rod. It looks like Snap On had you covered there!
