Hey Scootertrs, did you ever find the culprit? I have the same exact issue. Originally, it only happened sporadically however now it's always in this "low power" state.
I've done all of the things I can find except tearing the pump down to look at the governor and centrifugal advance.
I have the michelin XL 11x20s and they are a nice addition. Better top end (about 65) but I have learned that over 55 on anything but the smoothest highways is still a stretch from a stability perspective. Rear end bounces sideways on moderate bumps/holes.

You sir are correct. I knew it was junked up when I bought it so it's not a surprise. I wonder myself. The maintenance records show them driven only about 400 miles a year for 20 years. I suppose they never truly emptied the tanks for the most part and it just turned to tar.

Most RV type roof units I've looked at require about 3000 or so watts @ 120vac and kick out 13000 BTU.
If you can find a significantly smaller DC unit say 4000 BTU, I would expect it would pull about 80-90 amps at 12vdc thus 40-45 24vdc.
