Turned out to be a bad caliper that was hanging up the pads on the passenger side. Replaced the bad caliper, added new brake pads, and bleed the brakes. All is well.

Beyond the difference in what voltage you supply them, what is the difference inside? Heavier wiring, brushes, springs, etc.? A 24 V will supply more torque and speed for starting. Can you burn out a 12 V by feeding it 24 V?
