When I look at the pictures, it seems that this weld had less than optimal penetration at the coupling. Contrary to the good penetration on the tube, the segment with the red dashed line seems to show an area with no weld, and the rest seems to show very shallow penetration.

Looks like you pulled sludge and water out. Be careful exposing your hands to used oil. Read the warning on every container of oil. I got a box of gloves like they use in doctor's/ dentist's office for $5.

disconnect the cable from the starter. Hook a 24v test lamp to it. Actuate starter button several times. If the light ever stays on when you release button, then you know problem is before starter - maybe a sticky relay. If it works right, look at starter.

That is what is done on lube oil on ships.
I believe one will find that at least a significant portion of the heavier fractions will remain in liquid phase and in solution with the diesel fuel. At that point the blend will still be too viscous to burn in most diesel engines
