Well to answer this since this post was bumped, that is because they are tax exempt. So they legally can run non-taxed fuel as they are a government entity and are exempt from paying taxes on diesel fuel. This does not apply to gasoline, only diesel in Texas...
Or take the bottom bolt off from alternator and that will allow the clamp that holds the fuel line in place to be free up to move the fuel line around. You should already have the batteries disconnected as you should always do this when working on major repairs. Never know when a tool will fall...

EDIT: I should clarify, that they have all been for different trucks. When ever I rebuild a CUCV I install a new GP relay from them.
If the place you took it to has to ask how to fix something (well anything), I would go some place else. It is no different that any 6.2L or 6.5L diesel engine in any GMC truck.
I need to correct you. It is a 1984 CUCV, not 1983 as there is no 1983 CUCV with model years being 1984 to 1987. Manufacture date is not always the year of a vehicle, and generally new model years start August to October.
I did not even know they had a buzzer as every CUCV I have ever had did not sound. So I guess the previous owners/operators removed it before me. Never gave it any thought that it should be there, but yeah that is a really annoying sound.

I can confirm that if there is a bad battery it will not even jump. Had that issue with a M1009 and did not start with the slave cable and after putting in new batteries it stated just fine.
Not sure why you ordered a 552 flasher from LMC when you can get them at Walmart or any parts store. Have you tried the solid state flashers, they are slight more but work better and needed when using a trailer with LED tail lights.
