No headlight or horn mods. The electrical is stock with the exception of a manual glow plug push button and advance idle toggle switch. All of which were done by the previous owner 2 years ago.
I checked my 30 amp headlight fuse today after cleaning the fuse block contacts several days ago. It shows signs of heat damage again.

I was driving home last night and my headlights started flashing on and off. Today I found the headlight fuse half melted. I cleaned the fuse block contacts with crocus cloth and contact cleaner and replaced the damaged 25 amp fuse with the correct 30 amp. Works like a champ now!

Your speedometer problem is separate from your shifting issue and have nothing to do with each other.
For the shift issue check your vacuum lines from your vacuum pump, to your regulator on your injection pump, and from there down to the modulator on the right side of your tranny. Pay...

Check to make sure your relay is insulated from the firewall. If its touching it will be grounded and not function properly.
This happened to me a few months ago, my insulators for the relay were worn out and grounded my relay.
Also check your 2 IGN fuses on the lower left corner of your fuse...

You'll have to isolate where it's sticking. Disconnect the throttle cable at the IP and see if it's sticking at the peddle, the cable or at the throttle shaft like Rick suggested.
If everything looks good then its internal to the IP and time for a rebuild unfortunately.

No not yet. I've been waiting on a price with shipping quote from the guy for a while now but its fine. Like you say, this is really just a hobby for us so I'm not worried about it, I'll eventually get a pair of rims. Trust me, I've got plenty to keep me busy in the mean time.
