Injection pump is likely bad and that would cost about $400 for the IP if you do it yourself and almost double that if you had it done.
This is how to tell an IP is bad, remove the cover and look for this.
Reason why changing over to an electric fuel pumps makes more sense. Less time cranking to bleed out the system where an electric pump does it all without killing the starter.

Since it has to be 12v, do not go by the CUCV TM on how to hook it up in series (very bad for 12v). It is hook up as any civilian GMC/Ford/Dodge diesel is with the batteries in parallel.
You want to do the bottom parallel method for 12v.
