Mine has been leaking for 2 years, but slows down conciderably in the winter -perhaps as fluid viscosity changes. I generally know the level is getting low when I begin to feel pulsation through the brake pedal when it is applied while turning.
During my filter change I thought I was missing this spacer. I am glad you posted this so I know what the origional piece actually looked like.
Be sure to verify magnet presence in the pan and clean. It will be covered in gel - like ferous particles.

As far as the engine rebuild, Depending on what was involved I would probably just replace the engine. They can be found very cheap from trucks in route to the scrap yard.
