It is important to have uniform cranking speed though compression test.
My guess is the motor is fine, it is good to learn how to do a compression test, and be proactive about maintenance.
But in my experience, it is better not to over think it if the truck is running well.
Maybe check condition of cable that feeds starter. Sloppy starter installation could have it hitting the heat shield or something. Sounds like there is a short somewhere.

At least you do not need the glow plug resistor. Just run 12V to glow plug relay. I even got one 1008 strait from GL this way, and have since bypassed it on most of my other trucks to avoid cascading glow plug failure.

Above is my experience also, I have an 003 that came with a newly installed reconnection switch from the military. It never did work right, ended up replacing the whole box, after many hours of trying to sort it out.

Without having seen it, a rust free, unmolested 1031 is probably worth between $6,000 and $12,000. I know that is a broad range, but that's my opinion based on ones I have seen for sale and sold lately. The few that have come up on auction lately have been pretty rough.
