    Using a reverse(left hand) drill first often works and saves a lot of grief. Remember to tape up front u joint caps and tie the shaft out of the way, hate it when it comes down and hits on the head.

    Starter headache

    It could be the solenoid. On Delco starters the solenoid has a run out function. That is what the magnetic plunger hinged to the starter drive is for. Also check that starter drive is clean and lubed.

    Just checked rock auto's site. There are about 6 choices for a rebuilt w-200 pump from $35-$65. About 6 choices for steering gear $110-$200. That includes core, as I doubt it would be worth it to ship back. Assuming yours is a w-200, about the same for w-300.
