Meritor lists the standard ratios for the fmtv axles as 6.14, 7.10 and 7.80. It has to be one of them.

Motors have a large startup draw and don't work well thru power converters. I would look for a replacement 24 volt motor for the winch. Prob the easiest and most reliable way to go.

Looks like a standard fuse holder. You can probably pull it off and get a generic part number off the housing and find one online for a few bucks.

GP allows people to buy an offroad truck, road title it, doll it up and then list it for sale back on GP. So I dont think its them. They would get more money for them if they were sold as road title able.
