Liability issues can easily be solved with terms of use and enforcing that users allowed to PM have agreed to the TOU.

Does your aux fuel pump work? Check the fuses and connections. Mine had a burnt part ( diode maybe cant recall ) which once removed put it back into action. Its under the hood on the driver side of the engine compartment.

Looks to me like it was installed to manually control the actuator. Given your PTO light issues, the safety switches and wiring need to be checked to isolate the problem. Chances are they could not figure it out, so rigged the manual control so they could use the generator.
That cable with the chain should not be there. Looks like someone was trying to rig a manual control for the actuator. Where does that cable lead to? Is there some sort of throttle control cable in your cab or elsewhere?
I never made it past pre planning stages when I thought about doing this myself. Can you take some pics from the underside showing how its attached under the cross member?

I had thought about using a bumper hitch bolted to the bottom of the cross member under the steps. This would give you clearance and is a pretty solid piece of metal to attach to.

Bad idea, don't do it.
I've been in a ditch with two deuces and a busted tow bar before....I dont want to think about what could of happened had I been flat towing with a smaller truck.
A little gas on a rag near the intake will work in a pinch when your glow plugs fail.
I stress a little and do not remove the air filter or housing. The last thing you want is a rag sucked into your intake.....
