If it's any consolation my Driver's side wiper runs slower than the passenger side as well. It actually gets painfully slow the longer it runs, though closing and reopening the valve makes it speed up. Kind of repetative always opening and closing the valve.
You don't need a drill to see if the tach itself moves, just spin the part in the back where the cable goes with your fingers (it's enough to make the needle bounce).

My Duece has the same bolt attached to one petcock like the picture above. I thought it odd, but I guess it's not so odd. The petcock works normally, just has a little extra leverage.
I've found in general that it's Real Estate agents who make the most complaints. I get "Possible Violation Notice" papers just about every time a "For Sale" sign pops up on my block.

Why Maine? Your location says Maryland. Usually with the SF97, which costs a whole lot less than a Title company, it's not a big deal. As long as you fill out the SF97 request form properly.

The data plate on mine has "General Products Corporation, Jeep Division", which is backwards from the "General Products Division, Jeep Corporation". The dataplate is a VERY faded original from 1971, and has the AMC logo on it. They vary.
